About DARE
Out-of-hospital cardiac arrest (OHCA) occurs when the heart suddenly stops beating and happens outside of a hospital. The victim is not responsive and does not breathe normally. Mortality is usually high and timely intervention, also known as the ‘Chain of Survival’, is critical to increase the victim’s chances of survival. In 2016, more than 2,500 OHCA cases happened in Singapore.
During this process, the calling of 995, administering of bystander CPR and the use of an AED on the victim are interventions that can be performed by any layperson. The DARE programme focuses on educating the public on this life-saving skill.
The DARE Programme is an initiative fully funded by Singapore’s Ministry of Health (MOH) and implemented by the Unit for Pre-hospital Emergency Care (UPEC) to strengthen responsiveness for medical emergencies and to raise the level of preparedness in the community. Sudden cardiac arrest is a medical emergency that requires immediate attention. Such necessary response can be carried out by anyone and that is the key message which the DARE programme aims to deliver during the training.
DARE is a 45-minute programme comprising training through educational video and practical session without technical terminologies so that everyone can learn easily to help save lives! This is a simplified programme without certification. Participants are taught how to respond when they witness a cardiac arrest and are guided through step-by-step instructions.

Over 100,000 people ranging from primary school students to senior citizens have benefitted from the DARE programme, at no cost to participants.
